There is not a lot of information available on the man known as Souichi Tomoe. What there is I have tried to include here.
Doctor Souichi Tomoe was a brilliant genetics engineer who was widowed when his wife, Keiko, died in a mysterious fire. Left with only memories and his young daughter, Hotaru Doctor Tomoe tried to put the peices of his life back together and to build a happy home with his daughter. Next to nothing is known about Keiko Tomoe or the accident which killed her. His career in science was demanding and time consuming and while he did spend some time with his daughter it was not nearly enough for either. Despite his busy schedule Doctor Tomoe and Hotaru became very close and their lives progressed rather happily.
All this changed however when Hotaru was around seven or eight years old. Doctor Tomoe was presenting his latest invention, a machine which changed and manipulated DNA strands, when there was a horrible explosion. Everyone save the Doctor himself was killed. Including Hotaru. Cradling Hotaru Doctor Tomoe was once again lost in the misery of having lost something he loved and treasured beyond life. At this moment a disembodied voice came to him asking him if he would give anything to bring his daughter back. Half crazed with grief and pain Doctor Tomoe agreed to give up anything the voice wanted if it would only give him back Hotaru. The voice complied invading Tomoe's body through his right eye and posessing his body. This entity became known to the public audience as Germatoid and was the first of the Daemon eggs. As Germatoid was invading the Doctor's body he kept his promise reviving the still Hotaru by placing within her the entity Mistress 9. Hotaru woke up but she was no longer wholely Hotaru.
Though alive neither Hotaru nor Doctor Tomoe were completely in charge of themselves anymore. Their happy life together was officially at an end. Doctor Tomoe was now the pawn in one of the most dangerous games ever waged against the Earth. And his daughter was the key to winning that game. Outfitted with a special pair of eyeglasses that concealed where Germatoid had possessed him by masking his right eye Doctor Tomoe got to work.
A year after the lab explosion Doctor Tomoe founded Mugen High. The school was actually a front for his plans and actions, housing the DeathBusters. With his school sheilding him from public scrutiny it was now possible for Doctor Tomoe to begin work on his real intentions. The purpose of the DeathBusters was, of coarse, world domination. To acheive their goal they planned to call the extraterrestrial entity Pharoah 90 and with him send the Earth into a deafening deadly period known as the Silence.
To this a series of events must follow suit.
1: The Purity Chalice must found and taken. To do this three special charms known as the Talisman's must be procured and palced together.
2: Mistress 9, the Sovereign of Silence mustbe awakened so that she can call her master the Pharoah 90.
3: A machine must be invented that will harness and channel the massive energy of the Purity Chalice bringing Pharoah 90 and his realm of Silence and darkness to the Earth.
That's a rather tall order to fill by yourself. Doctor Tomoe enlisted the help of the Witches 5 to complete his tasks and bring the Earth to an end. The third task, the completion of the machine was left in the competant hands of Witches 5 member, Viluy. Over the next two years Doctor Tomoe worked on perfecting a new race of Daemons called the Daemon eggs. These would aid the DeathBusters in their quest for the Talisman's by producing the monsters affectionately called HeartSnatchers. These eggs spread with the help of Doctor Tomoe's lab assisstant, Kiarinite stole pure heart crystals from likely targets.
The long hours of research and lab work made it hard for Doctor Tomoe to spend time with his daughter and their homelife suffered. During the time that Doctor Tomoe was constructing Mugen, making HeartSnatchers and searching for the Talisman's Hotaru was growing up without her father. She was a lonely, sickly child who was often miserable and sad.
When the technique for creating the Daemon eggs was perfected Doctor Tomoe sent them out with Kiarinite who always failed in her missions. While this annoyed and at one point enraged the good Doctor he continued to allow Kiarinite to take the eggs out.
Kiarinite's role in egg distributing came to an abrubt end when during a fight with the Sailor soldiers she fell from the Tokyo Tower. Hardly distraught with the loss of failure prone assisstant Doctor Tomoe passed the mission on to Witches 5 memeber Eudgial.
It should be mentioned before I continue that while Kiarinite was most certainly severly injured from her fall she did not, repeat did not, die. For reasons unknown Doctor Tomoe retrieved her body from the Tower and through an intricate process revived her and healed her broken body. Many speculate at his intentions and while Kiarinite was most certainly in love with the good Doctor, it is highly doubtful that the Doctor returned her feelings. It is generally thought that Kiarinite would prove useful in the future and this was the Doctor's reasonings for bringing her back.
Back to basics. With Kiarinite out of the picture for the time being Doctor Tomoe elevated his Daemon egg production methods this time using an item commonly called the Oven to fuse the Daemon egg with a suitable object. The Heartsnatcher could then be contained in a large breifcase like box until it was needed. Despite Eudgial's enthusiastic attempts, her ingenius idea for the fusion of the Daemon's and her gun which blasted Heart Crystals from the target, (I loved that gun by the way!) she, as her predecessor, was prone to failure. Whether Doctor Tomoe would eventually get tired of her bungling as he had with Kiarinite's we will never know. Eudgial's career and life were cut short when her fellow witch, Mimet took things into her own hands depositing acid snails on the brake pedals of Eudgials jeep.
With the death of Eudgial, Mimet took her place in the chain of command. There are many theories as to why Doctor Tomoe allowed this as well as other 'accidents' and fights within his organization but none have been proven. It should also be noted here that during Eudgial's last fight with the Sailor soldiers, before her death at Mimet's hands the Purity Chalice was revealed. As it turns out the Talisman's were the property of three of the Sailor soldiers. two of whom were searching for them also. They are the properties of Sailor Uranus, who holds the Saber Talisman, Sailor Neptune, who holds the Mirror Talisman and Sailor Pluto who holds the Orb Talisman and brought the Purity Chalice out. Eudgial in famous fashion failed to retrieve the Purity Chalice and it fell into the hands of Sailor Moon.
It should also be noted here that though Sailor Moon failed to utilize the Chalice's full power at the time of her taking it she is the Messiah of Light.
With the demise of Eudgial the next phase of the game was handed over to Mimet although Doctor Tomoe had some reservations about her abilities to remain focused on the task at hand.
At this time the entity known as Mistress 9 began to make herself more noticeable taking over Hotaru for short periods of time. During one of these periods Doctor Tomoe was called before the Soveriegn of Silence. During this audience with Mistress 9 told him that she needed to ingest,(or eat) the purest heart crystal so that she could come to her full power.
Doctor Tomoe took this as an order to speed up his efforts and he designed a new breed of Heart Snatcher. These Heart Snatchers extracted the Heart Crystals through the targets mouth and ingested it bringing them back to him where he could examine them. Once again Mimet went out into the feild only to fail and fail again. Around this time a friendship had sprung up between Hotaru and Rini, and was encouraged by Doctor Tomoe who was glad that Hotaru had a new friend.
As Mimet continued to fail time after time Doctor Tomoe grew sick of her and gave another memeber of the W5 a chance for a promotion. With the death of Mimet at Tellu's hands the next phase of the game was started.
With Tellu firmly in place as Mimet's successor Doctor Tomoe decided his organization needed an operation face lift. Giving the Withches...5, 4...the Witches 3 more freedom in their Heart Crystal gathering endeavors and their own interesting methods.
Tellu's reign of glory fell short as she was swiftly destroyed in her very first mission against the Sailor Scouts. Her successot Viluy suffered a similar fate at the hands of the Sailor girls.
Mistress 9 was almost killed during this time when Sailor Mercury, Sailor Neptune and Sailor Uranus discovered her throne room beneathe the Mugen High School during a battle. After an unsuccessful attempt at killing the Sovereign Doctor Tomoe hid his daughter carefully lest she be discovered again before she reached her pinnacle.
Hotaru, already weakened by the invasion of Mistress 9 into her body, began to grow steadily weaker and more and more sickly as her hunger for Heart Crystals grew and went unsatisfied. Concerned for the well being of his Sovereign Doctor Tomoe placed the last of the Witches 5 in charge of gathering enough Heart Crystals to satisfye the hunger of the Sovereign. Cyprine and Ptilol, twins by the by, tried hard to follow their orders but were killed by the Sailor Scouts when they were tricked into leaveing each others side.
Despite all their hard work the Witches 5 were no more and ironically it was Kiarinite who brought the Purest Heart to the Sovereign. The Purest Heart belonged to Hotaru's friend Rini. Kiarinite and Doctor Tomoe presented Rini to the Sovereign who took her Heart Crystal with little emotion and on swallowing it realised her full power as the Messiah of Silence.
Doctor Tomoe was grateful for Kiarinite's role in awakening the Messiah. Mistress 9 however having no further need of her killed Kiarinite while Doctor Tomoe stood silently by. Mistress 9 now resplendant in all her glory, (gotta love that hair) vanished with Doctor Tomoe at her side in a huge burst of energy that leveled the top half of Mugen High.
Still safe within the walls of the half demolished Mugen school Doctor Tomoe explained to Mistress 9 how to work the machine that call her master to Earth.
During his explanation Mistress 9 managed despite her still weakened state to surround Mugen High with a sort of inpenetrable force feild she referred to as the Omega Zone.Only one spot of the whole building was vulenerable. Near where the roof was a great star shaped opening, (the black star was the DeathBusters symbol btw) which led down into Mugen. Sailor Neptune and Sailor Uranus managed to make inside the school through this opening thanks to Sailor Pluto's sacrifice of her life to help them.
Sensing the Sailor Scouts invasion of her 'domain' Mistress 9 once again assuming Hotaru's shape orders Doctor Tomoe to take care of the Sailor Scouts. Mistress 9 then goes to retrieve the Purity Chalice from Sailor Moon who was yanked into Mugen through a portal sent by Mistress 9. Doctor Tomoe confronted Neptune and Uranus in a corridor lined with funny looking white dummies. Germatoid (the daemon that had invaded Tomoe's body) decided to give up his human guise and erupted from Tomoe's right eye in splendid fashion. Germatoid by the way was huge and mottled brown with mustard yellow, one eyed and bald and hideously ugly. Sailor Neptune destroyed him in one blow with her (way cool!) "Uranus World Shaking" attack. Germatoid however was not done. The little gooey parts of him that were left splattered on the floor and made their way into the white dummies. Immediately the dummies came to life threatening to overwhelm the two Sailor scouts. But with the help of Sailor Pluto and their Talisman's Neptune and Uranus overtook Germatoid and defeated him.
The Sailor Scouts ran on to confront Mistress 9 leaving a very much alive very disoriented Doctor Tomoe lying on the floor. Himself once more his first thought was of his daughter and making his way after them he followed Neptune and Uranus in search of Hotaru. When he enters Mistress 9's throne room Doctor Tomoe is confronted with the evil he has helped create. Sailor Neptune and Sailor Uranus are trapped in a massive statue of the Messiah herself and Sailor Moon is preparing to hand over the Purity Chalice to save them. Horrified at what his actions have wrought he falls at Mistress 9's feet clinging to her. Mistress 9 thoroughly disgusted by the weak man before her throws him into a wall and nearly chokes him to death with her (oh so glorious) hair. Doctor Tomoe is saved when Sailor Moon bursts into tears and begs for life. Mistress 9 releases him as Hotaru rises to the surface and she engages in an internal struggle for possession of her host body. Doctor Tomoe sensing Hotaru needs him hears her asking for the Chalice and begs Sailor Moon for it. Sailor Moon hands over the Chalice seeing an opportunity to save Hotaru and give Rini back her Heart Crystal. Doctor Tomoe gave Mistress 9 the Chalice and with a triumphant laugh she reclaimed her host body and sent both he and Sailor Moon flying. With the Purity Chalice now firmly in her grasp Mistress 9 flung it into the machine that Doctor Tomoe had helped create and summoned her master Pharoah 90.
Doctor Tomoe tried everything he could think of to bring his daughter back and to protect the woman that held her prisoner. When a massive explosion of energy threatened to consume Mistress 9 he and Sailor Moon sheiled her from harm. During this time Mistress 9 and Hotaru are constantly battling for control of her body.
The arrival of Pharoah 90 leveled Mugen High and added to Doctor Tomoe's extensive injuries. At this time the battle for possession of Hotaru's body ended when with the help of her father's love and some happy memories Hotaru came to herself with a flash and dissolved not only Mistress 9 but herself as well leaving only the symbol of Sailor Saturn hanging in the air. Retaking her form but in the guise of Sailor Saturn Doctor Tomoe's daughter proved her mettle by attacking Pharoah 90 from the inside and killing him and herself in the process.
Sailor Moon transformed into Super Sailor Moon with her Scouts help and went to try and save Hotaru from Pharoah 90's depths. After the battle Doctor Tomoe's extensive injuries were treated at Oharaja Hospital. He suffered amnesia, a broken arm and leg,head trauma and nervous breakdown. He was admited there to recover from his injuries and spent a great deal of time sitting in his wheelchair staring out the window.
Mechelle (Sailor Neptune) and Amara (Sailor Uranus) left the newly reborn baby Hotaru in very loving capable hands. Her fathers. Reunited with his daughter at last Doctor Tomoe decided to rebuild his shattered life. While wheeling along in his wheelchair Hotaru cradled in his good arm Doctor Tomoe met Rini. Giving her back her hat which had once again ran away from her he ,because of his amnesia, didn't recognizie her. Rini however recognized him and he introduced her to his new baby girl Hotaru. Rini happy that her friend was alive was sad that she had to let her go once again.
After recovering from his injuries Doctor Tomoe moved to a house in the suburbs to raise Hotaru. Sailor Pluto arrives after a couple of months to borrow Hotaru to right a wrong in the timeline. Hotaru was then returned to her prior form and was reunited with Rini. After her figt against Queen Nepherinia as Sailor Saturn, Hotaru returned home to her father and they continued to live quietly and happily without the scars of their pasts disturbing their happiness.
